Documenting what is in the panel and mapping every I/O point. Plant documentation is usually out of date, and this is where the schedule blows out when the step is skipped.

Functional specification
The description of what the software will do is approved before a single line is written. It is what prevents rework and scope arguments later.

Convert or rewrite
An explicit decision between converting the code automatically and rewriting the logic on modern function blocks. The costs and the risks are different.

Programming on a standardised library, instead of rebuilding every motor and valve from scratch. It is what makes the system maintainable for 15 or 20 years.

The program is tested in a simulated environment before it reaches the shop floor.
